for a prison system that costs $80 billion a year to operate. too many americans go to too many prisons for far too long and for no good law enforcement reason. holder will defer certain types of low-level prosecution to the state and local level. he's also expected to ask prison officials to release older, nonviolent offenders, to face what he calls compelling circumstances. here's your stat of the day. the u.s. with just 5% of the world's population has 25% of the world's inmates. overseas, 18 u.s. diplomatic posts are again open for business today. following a wide-reaching terror threat. only the embassy in yemen remains closed and on terror watch. the country is increasingly the center of al qaeda activity. american forces have responded by increasing drone strikes in the country. since july 28th, there's been at least nine strikes consider carried out by the united states in yemen.

however, it's unclear how effective the attacks have been. president obama is challenging the status quo of the national security agency. looking to change the way the agency operates its surveillance programs. the president is proposing to revise section 215 of the patriot act, which explains how nsa can collect telephone data. they want to introduce a civil liberties and privacy advocate to the process, declassify more nsa and fisa court documents and appoint a new group of outside experts to review intelligence. it's receiving criticism from lawmakers who believe a privacy advocate will slow down the country's anti-terror tactics. president obama and senator john mccain, has talked about how snowden has changed intelligence. >> i called for a thorough review of our surveillance operations. before mr. snowden made he's

leaks. i don't think we would have gotten to the same place. and we would have done so without putting at risk, our national security. and vital ways to secure the country. there's americans that view mr. snowden as awhistleblower. there's some young people that believe he's some kind of jason bourne. relations between the united states and russia are strained at best. and it goes all the way to the highest levels of government. president obama insists he doesn't dislike vladimir putin. but it's clear he's not too crazy about him, either. the president's remarks prompted a challenge from senator john mccain, who says the president should be doing more. >> i don't have a bad personal relationship with putin.

back with her dad. a group of horseback riders was the first to spot the 16-year-old and her captor, james lee dimaggio. thursday, they spotted them. they said something seemed a little off on their new camping gear. investigators found their campsite by air. and federal agents hiked 2 1/2 hours through the woods. dimaggio was shot and killed in the raid, ending a week-long manhunt, for the man who investigators say brutally murdered the 16-year-old's mom and 8-year-old brother. the bodies were found in his burned out san diego home last week. for the family, it's a sense of relief and of course, deep loss. >> i'm excited for my son, who gets to have her at least. he lost his wife and his -- my beautiful, handsome grandson. we're going to have hannah back. and we are. and that's a good thing. >> we'll get through it. we'll help hannah through it. do whatever it takes. >> wishing the best for her and her family. voters around new york city will see mayoral candidate
